24b tipped with 102 is 24b highlighted and tipped with a lighter blonde color. The effect is *lighter* than the photo above, if you have seen a 24b you can hopefully make the mental adjustment when you see the photo above. This color is hard to photograph, since when you turn the color in the shade the 24B looks darker, and in the light the 102 and 24b look much lighter (since it reflects the light)
